APCC was established to engage in cement manufacture with a capacity of 1.5 Million tons a year. It has two Mineral Production and Sharing Agreements (MPSA) with the Department of Environment and Natural Resources (DENR) covering about 1,000 hectares in the Municipality of Ginatilan in southern Cebu. Reserves estimate of the limestone in the MPSA areas is 6,394 Million metric tons.

The project has been put on hold in late 1990s because of excess capacity in the cement industry brought about by the Asian Financial Crisis. In the meantime, the company has continued to buy land strategic to the project.

Two other companies, APC PROPERTIES, INC. and APC DISTRIBUTION NETWORKS, INC., were formed to engage in the storage and trading of cement. APC Properties owns a 5,317-square meter lot in the North Harbor were cement silos will be constructed to facilitate distribution while APC Distribution will be the operating company.
